In this verse, Paul explains that salvation can be reached in two steps. The first is to truly believe and have faith within your heart for God. We cannot merely pretend to believe and understand the power and wisdom that the Lord holds. We must truly put our faith in God, and allow ourselves to open our hearts, and develop a relationship with him. The second is to speak our confession, so that we may be forgiven. God is endlessly forgiving, and he gives mercy to all those who remain faithful to him, and humble themselves to ask for forgiveness.
