In this verse, David is preaching to a crowd that it is not wise, but foolish to not have faith or to not believe in God. God created man, and create all beings in his perfect image. David goes on to explain that if we do not believe in God, we have a higher chance of falling in the wrong hands of evil and evil things such as hatred. Those who believe in God will have the guidance to choose the right path in life and avoid sinful behaviors.
